Lyon examined Siddon’s letter and forwarded it to the United States attorney general, George W. Wickersham, on August 15:

The enclosed letter is self-explanatory. I am referring it direct to you in order that the case may be investigated. This letter pertains to what you probably saw in the paper, to the recent massacre of from 18 to 25 negroes and as stated by the writer it is probable that any investigation of this in the state courts would be a farce and I suggest that, from his letter, an investigation by the United States authorities would be in order.
